If we read it as though this is the most recent document we have, and it's detailing the past...it makes sense. It confirms that Nex Gen was a scientific study which built Eve who went rogue and the scientists (lauren, strassman, ren etc) all jumped ship to shut her down "radical mutations were born through nex gen"
