This is a folder containing a bunch of formerly classified files, mostly asking for funds for 2 different project : D.U.S.T. and S.Y.K.O. (rebranded as P.S.Y. later in the file). We learn that Arc/hive retrieved all the scientific studies from Mantra, and they mention “Project Kingslayer”. Mantra found that it was possible to get magic powers if the subject is tortured enough and has a near-death experience (thanks, Skys.). They want funds to built tanks (we see one in In the Dark MV) and create bioweapons following these researches. This is project D.U.S.T.. They discovered that Mantra could use a substance to give collective hallucinations to their enemies : the Mares. They want to recreate these hallucinations, and also find a cure for Dallus Lauren and his younger daughter, who are both contaminated with these hallucinations (see In the Dark MV). They also want to study the “special 6”, children who can induce these hallucination by themselves with no substance (see Kool Aid MV). All of this is project P.S.Y..

The second request for funding is to aid further research into the innovative potential of psychoactive structured yttrium (P.S.Y.).
